SHAPE 1: SUPPORTING THE DEVELOPMENT OF HOMECARE SERVICES IN ALBANIA

The project began with kick-off meetings in January 2025 to introduce the project and gather local input for a tailored home care approach. These meetings identified key tasks for the service, including household support, health monitoring, and social engagement. Beneficiary selection criteria and identification methods were also discussed.

A significant milestone was the Home Care Training for Trainers, held in April 2025. This joint effort between the Austrian and Albanian Red Cross trainers, covering topics from Red Cross code of conduct and first aid to health promotion, mental health, and individual care planning. In May, the newly trained trainers successfully delivered training to volunteers in the respective branches.

To ensure sustainability and quality of the services, a training manual, a management handbook, and a trainer handbook with a curriculum were developed. These resources incorporate Austrian experience and input from Albanian branches. The project is also establishing a modern documentation system using Kobo Toolbox, supported by an Information Management Specialist from the Austrian Red Cross. This system will register beneficiaries and collect feedback to measure impact.

Beyond home care, the initiative will offer parallel training and advice for caring relatives in order to support them caring for their loved ones. In June, beneficiaries are being selected, and the home care service is planned to start in July 2025. The project is funded by the Austrian Federal Ministry for Labour, Social Affairs, Health, Care and Consumer Protection with a focus on poverty reduction and support for vulnerable populations. Emphasis is placed on sustainability, volunteer involvement, high-quality training, and ongoing support for project implementation.
